Get rid of the TVs. They bug out the happiness. Did that, still stuck in a loop between 98-99. Also get rid of the Radios and Jukeboxes. Build a couple level 3 Clinics and assign a settler to each of them. You only need 21 food. Makes sure each settler is assigned to a job and a bed.
